Is there a good way to stop the solicitation of persistent newspaper subscriptions?

There are frequent invitations to subscribe to newspapers by phone and visits to my elderly mother who lives alone. Although we have refused it every time it happens, another salesperson keeps visiting, and there is no end. Is there a good way to stop the solicitation?
Advice
The Specified Commercial Transaction Act prohibits businesses that do door-to-door sales or telemarketing sales from re-soliciting consumers who have shown their intention of not wanting to sign a contract.
Inform the sales staff clearly that you are not willing to sign a contract. When you receive a persistent solicitation, consult the Consumer Affairs Center.
